Terms & Conditions

These terms govern your access to and use of Decretum research bulletins, subscription programmes and custom research engagements. Please read them before placing an order or subscribing.

Section 01

Interpretation

In these terms and conditions, the following expressions have the meanings set out below:

  • Bureau means Decretum Research Bureau Pte Ltd (UEN 201900234K), a company incorporated in Singapore.
  • Bulletin means a single research publication produced by the Bureau covering a defined topic relevant to the Singapore legal industry.
  • Subscriber means any organisation or individual that has purchased an Annual Bulletin Subscription.
  • Client means any organisation or individual that has commissioned a Custom Research Engagement.
  • Purchaser means any organisation or individual that has purchased one or more individual Bulletins.
  • Engagement means a bespoke research project commissioned by a Client under a separate written scope of work.
  • Deliverables means the written research report, charts, presentation and other materials produced in connection with a Custom Research Engagement.

By placing an order, subscribing or commissioning an Engagement, you accept these terms in full. If you are acting on behalf of an organisation, you represent that you have authority to bind that organisation.

Section 02

Purchasing a Single Bulletin

A single Bulletin purchase entitles the Purchaser to a non-exclusive, non-transferable reading licence for the specified Bulletin, as set out in Section 06. The purchase price is SGD 235 per Bulletin.

  • The Bulletin will be delivered in PDF format and as a printable booklet edition to the email address provided at the time of purchase, typically within one business day of confirmed payment.
  • The reading licence covers internal use by the purchasing organisation only. It does not permit redistribution, resale or publication of bulletin content.
  • Single Bulletin purchases are final. The Bureau does not offer refunds on digital publications once delivery has been made, except where the delivered file is materially defective.

Section 03

Annual Bulletin Subscriptions

An Annual Bulletin Subscription runs for twelve months from the date of payment confirmation. The subscription fee is SGD 645 per year, payable in advance. Subscriptions cover a single organisation and include reading licences for up to ten named readers within that organisation.

  • Subscribers will receive each new Bulletin published during the subscription term at no additional charge, typically by email within one business day of publication.
  • Subscribers receive access to the Bureau's back catalogue of previously published Bulletins available at the time of subscription.
  • Subscribers are invited to quarterly executive briefings summarising key signals across the Bulletin programme. Attendance is included within the subscription fee.
  • Subscribers receive access to the Bureau's private discussion space for the duration of the subscription term.

Subscriptions do not renew automatically. The Bureau will send a renewal notice to the primary subscriber contact email at least thirty days before the expiry date. It is the Subscriber's responsibility to arrange renewal if they wish to continue access.

The Bureau does not offer pro-rata refunds for unused subscription periods following cancellation, except where cancellation is initiated by the Bureau.

Section 04

Custom Research Engagements

Custom Research Engagements are bespoke research projects conducted for a specific Client on agreed terms. The base engagement fee is SGD 1,225, with a detailed scope of work, timeline and any additional costs confirmed in writing before commencement.

  • Each Engagement begins with a written research plan, shared with the Client for review before primary data collection commences.
  • Engagements typically run six to ten weeks from the agreed start date. Timelines may be adjusted by mutual agreement in writing.
  • The Bureau will notify the Client promptly if it identifies material changes to scope or timeline, and will seek written agreement before proceeding with any such changes.
  • Deliverables are provided in the formats specified in the scope of work. Additional formatting or revision rounds beyond those included in the scope may incur supplementary fees, agreed in advance.
  • A deposit of fifty percent of the agreed engagement fee is payable upon written confirmation of scope. The remaining balance is payable upon delivery of the final report.

If the Client cancels an Engagement after commencement, the deposit is non-refundable. If the Bureau is unable to deliver the agreed scope for reasons within its control, it will refund fees paid in proportion to the undelivered work.

Section 05

Pricing & Payment

All prices are quoted in Singapore Dollars (SGD) and are exclusive of GST where applicable. The Bureau will indicate on invoices whether GST applies to a given transaction.

  • Payment for single Bulletins and Annual Subscriptions is due in full before access or delivery is provided.
  • Invoices for Custom Research Engagements are payable on the terms set out in Section 04 and confirmed in the scope of work.
  • All payments are processed through the Bureau's designated payment platforms. The Bureau does not store payment card details directly.
  • Where an invoice remains unpaid beyond its due date, the Bureau reserves the right to suspend access to subscription materials or withhold delivery until payment is received.

Prices are subject to change at the Bureau's discretion. Any price change will not affect orders or subscriptions already confirmed in writing.

Section 06

Licence & Permitted Use

All Bulletins and Deliverables are provided under a non-exclusive, non-transferable, internal-use licence. Permitted uses include:

  • Reading and internal discussion within the purchasing or subscribing organisation.
  • Citing findings with clear attribution to Decretum Research Bureau in internal reports, presentations, board papers and similar internal documents.
  • Brief quotations in external publications, press releases or client-facing materials, provided attribution to Decretum Research Bureau is clearly stated and the Bureau is notified in advance.

Prohibited uses include, without limitation:

  • Reproducing, reselling, redistributing or sub-licensing any Bulletin or Deliverable in whole or in substantial part to any third party.
  • Uploading bulletin content to any public platform, database or document-sharing service.
  • Removing, obscuring or altering any attribution, copyright notice or branding within a Bulletin or Deliverable.
  • Using Bulletin findings as the basis for a commercial data product or resale service.

Questions about permitted use should be directed to the Bureau before proceeding. The Bureau is open to discussing extended licences for specific use cases on request.

Section 07

Intellectual Property

All intellectual property rights in Bulletins, Deliverables, methodologies, data compilations, charts, editorial content and this website remain the property of Decretum Research Bureau Pte Ltd unless expressly agreed otherwise in writing.

For Custom Research Engagements, the Bureau retains ownership of its methodologies, analytical frameworks and underlying data. The Client receives a licence to use the specific Deliverables as agreed in the scope of work. Where a bespoke data set is created exclusively for a Client and this is expressly set out in the scope of work, the ownership of that data set may be transferred to the Client upon full payment — this will be stated explicitly in the relevant engagement agreement.

Nothing in these terms transfers any trademark, design right or other intellectual property to a Purchaser, Subscriber or Client beyond the reading or use licence described in Section 06.

Section 08

Disclaimers & Limitations of Liability

Decretum Research Bureau publishes research bulletins and analysis for general information and professional reference purposes. The contents of Bulletins and Deliverables are based on the Bureau's own research methods and do not constitute professional advice of any kind — legal, financial, commercial, regulatory or otherwise. Readers should take independent professional advice before acting on any information or finding contained in a Bulletin or Deliverable.

  • The Bureau takes reasonable care in the preparation of Bulletins and Deliverables but does not warrant the completeness, accuracy or fitness for purpose of any finding, statistic or opinion contained in them.
  • The Bureau is not responsible for any decision made by a Purchaser, Subscriber, Client or any third party on the basis of Bulletin or Deliverable content.
  • To the fullest extent permitted under Singapore law, the Bureau's aggregate liability to any party in connection with these terms, a Bulletin, a subscription or an Engagement shall not exceed the amount paid by that party for the relevant product or service in the twelve months preceding the relevant claim.
  • The Bureau is not liable for any indirect, consequential, special or punitive loss, including loss of profits, revenue, opportunity or reputation, howsoever arising.

Nothing in these terms limits or excludes liability for death or personal injury caused by negligence, fraud or any other liability that cannot be excluded under Singapore law.

Section 09

Confidentiality

Where either party discloses confidential information in connection with a Custom Research Engagement — including commercially sensitive data, internal operational details or unpublished strategic plans — the receiving party agrees to:

  • Use the confidential information only for the purposes of the Engagement.
  • Not disclose the confidential information to any third party without prior written consent from the disclosing party, except as required by law.
  • Take reasonable steps to protect the confidential information from unauthorised access or disclosure.

The Bureau treats all primary research participation data (interview and survey responses) with strict confidentiality and will not attribute responses to specific named individuals in Deliverables without explicit written consent from the relevant participant. Aggregated or anonymised findings from research participation are not treated as confidential and may be incorporated into published Bulletins unless a Client has commissioned exclusive primary research under a written exclusivity agreement.

Section 10

Governing Law & Contact

These terms are governed by the laws of Singapore. Any dispute arising in connection with these terms, a Bulletin purchase, subscription or Engagement shall be subject to the exclusive jurisdiction of the Singapore courts, unless the parties agree in writing to resolve the matter by another means.
