How Decretum Approaches Every Research Question
The bureau's approach begins with a clear question. Before any data is collected — through survey, interview or secondary source synthesis — the research team agrees what the bulletin or engagement is trying to establish and what format the output will take.
Primary data is collected through structured surveys distributed to defined participant pools in the Singapore legal market, supplemented where relevant by semi-structured interviews. Secondary data is drawn from publicly available sources, which are cited in the methodology note of each bulletin.
Analysis is conducted before writing begins. Charts, tables and key findings are drafted first and reviewed by a second team member before prose is written. This sequence prevents narrative from driving interpretation of results.
Question Definition
Scope, target audience and output format agreed in writing before fieldwork begins.
Data Collection
Structured surveys, targeted interviews and secondary source review using defined protocols.
Analysis and Sense-Check
Findings reviewed internally and, for significant results, sense-checked with a practitioner before writing.
Editorial Review and Publication
Two-stage editorial review covering accuracy and clarity before PDF and booklet editions are released to subscribers.
Format 01 · One-Off Purchase
Single Bulletin Purchase
A one-off purchase of a single research bulletin covering a defined topic of interest to legal-industry leaders in Singapore and the surrounding region — for example, in-house team headcount trends, technology adoption patterns, fee-arrangement evolution, recruitment market signals or training spend benchmarks. Each bulletin runs around twenty-five pages with a methodology note, a structured set of findings, charts and a short editorial commentary. Includes both PDF and a printable booklet edition, with a reading licence for one organisation.
- ~25 pages of structured findings and charts
- Methodology note included in every bulletin
- PDF and printable booklet formats included
- Organisation-wide reading licence, no per-seat fee
- Access to any title from the current or back catalogue

Subscribers receive new bulletins as they are published, access to the back catalogue, a quarterly executive briefing summarising key signals across bulletins and a private discussion space for subscribers. The subscription includes reading licences for up to ten readers within a single organisation.

Format 03 · Bespoke Research

Engagements typically run six to ten weeks and include a written research plan, primary data collection (interviews and structured surveys where appropriate), public-data synthesis, a written final report with charts and a closing presentation. Delivered by the bureau's small in-house research team. Suitable for industry associations, larger firms and corporate functions making considered strategic decisions.

Single Bulletin · Best For
Organisations with a specific, bounded question about one aspect of the legal market — and no need for ongoing coverage.
Annual Subscription · Best For
Firms and in-house teams that want continuous market awareness and the value of multi-bulletin trend analysis over the year.
Custom Engagement · Best For
Organisations with a complex, proprietary question that the standard bulletin programme does not cover — typically associations, larger firms or strategic functions.
Across All Formats
Standards That Apply to Every Engagement
Respondent Confidentiality
All primary data is aggregated before inclusion in any published output. No individual or organisation is identified without explicit prior agreement.

PDPA Compliance
Data handling follows the Personal Data Protection Act (Singapore). Subscriber and survey data is processed in line with Decretum's published privacy policy.
Editorial Independence
No sponsor relationship or subscriber arrangement influences research conclusions. Findings are published as determined by the data.
Two Business Day Response
All enquiries receive a substantive response within two business days. For custom engagement scoping, the first call is arranged within the same window.

Comparable topics are measured and presented using consistent frameworks across all bulletin editions, enabling longitudinal analysis for annual subscribers.
